Explanation: The Budapest Memorandum was an agreement signed in 1994 by the USA and UK to guarantee the security of Ukraine (and several other post-Soviet states) in exchange for them giving up their old Soviet nuclear stockpiles.
In 2014, Russia invaded Ukraine, and in 2022, escalated the invasion.
We have yet to see these theoretical guarantors.
The only party who has violated the memorandum is russia.
